Blair Aas, Director of Planning Services, possesses over 17 years of experience in public finance and has leading expertise in assisting local governments in addressing the financial impact of new development. He has prepared over 130 development impact nexus studies, CFD formations, CFD nexus studies, and public facility financing plans. In this capacity, Blair has strong analytical experience for the inception of solid public facility planning and financial analysis, as well as the legal parameters involved therein.
Blair graduated from Boise State University with a B.A. in Economics with an emphasis in public finance. He is a commercial member of the California Society of Municipal Finance Officers Association and a frequent presenter at annual conferences and area workshops held by the California Special Districts Association, the California Society of Municipal Finance Officers, the California Association of Recreation and Park Districts, and the Fire Districts Association of California to name a few. He is also a member of the CSDA Legislative Committee, and a former Parks and Recreation Commissioner (Community Resources) for the City of Fairfield.
