Stormwater management responsibilities continue to grow exponentially including local drainage concerns, compliance with State Permits, and overall environmental stewardship. Dedicated funding for this wide array of burdens is often non-existent, relying primarily on your General Fund with maybe some assistance from Gas Tax or garbage rates. Many cities have chosen to pursue a property-related fee mechanism (similar to water, sewer and garbage rates). However, unlike those other utility fees, a stormwater fee must be approved through a property-owner ballot measure. This panel discussion webinar will provide a good understanding of the challenges and point the way toward a user fee solution that over two dozen municipalities in California have pursued in recent years.
